Gen 3 NV and blems on tube ?

How does having blems effect price of a NV scope . if the blem does not effect view of sight picture . this wood be a on a 2500 dollar asking price scope. with L3 tube. 4x power scope

Blems lower the price, depending on the size, type and location of the blems.

Usually overall even on milspec tubes don't expect a perfect green like on TV video games. Almost all of them have slight imperfections. Milspec usually means that the blemishes or noise isn't in the center field of vision.

Mil spec also determines minimum SNR and Halo, resolution, cathode sensitivity. Different mil contracts have different spec. Omni VII is highest spec, iirc, Omni VIII is current, with slightly reduced minimum SNR.

Some guys can't ignore blems, some can. Many blems which seem really apparent when looking at a white wall disappear in actual use. Significant blems in a scope would be a lot mote tolerable to me than blems in a PVS 14, so long as the blems don't encroach on the reticle.
