Here is some discussion by members of Congress pertaining to the ATF rule. Note in particular the comment made by the last person, the lady from Florida who reminded the Congressional members present that BY THEIR OWN ADMISSION, the ATF does NOT have jurisdiction over "ACCESSORIES".

Plus the dozens of lawsuits filed are going to make for some interesting legal responses. The atf knows they can not pass these rules but is going to push them anyway. Just like california pushing gun laws they have openly admitted will be overturned
