A friend was telling me that if I remove powder from HXP 67 military surplus ammo (150gr fmj, 51gr powder) and reload with same powder and bullet I can drop down 10/15 grains, still cycle action and it's a lot easier on the action of my Garand.

It seems to me that I would have to shoot a lot of rounds to make any difference...

I would think carefully before doing anything like that. A semi works within a certain range of powder. Too much powder can cause damage to the action or cause an explosion. Too little powder and you may not be able to cycle the action.
