Welcome!! Yeah, Escambia River and Blackwater WMA's, then up 29 around Molina there are several leases you need to check on.

To hunt on the WMA's do I need to have a hunting license as well a management area permit?

at the same time as you buy your license you have the WMA added for another fee. Each WMA has different rules, booklets for each are online, always stop and talk to the folks working there, they seem to be helpful.

Have you heard of anyone hunting with dogs on WMA's?
