Proposes a 50% tax on ammo and a 20% tax on guns. Proposes that businesses be taxed a "special occupational tax" if they are in the business of building firearms and/or ammunition. Proposes the doubling of transfer fees. Proposes that monies raised from these taxes go towards defeating 2nd Amendment rights in communities. It even suggests raiding the Pittman-Robertson Act. That is funded by the 11% excise tax of the sales of complete ARs (and such) to fund wildlife restoration.
If they can't ban the guns and ammo, tax it out of existence is the next ploy.
